While our global members can delegate the filing process to their overseas partners, the legal responsibility remains with their registered UAE entity or designated agent. 1. Register and Obtain MPCI Party ID: All filing parties must register on the National Advance Information Center (NAIC) portal to secure a unique MPCI Party ID. This identifier is mandatory for all submissions.
2. Establish a UAE Partnership: Companies without a registered entity in the UAE must appoint a local agent who will be liable for their shipments. This reinforces the need for reliable network connections.
3. Ensure Data Accuracy and Validation: It is essential to collect all necessary shipment data from clients. The information must be complete and precise to prevent filing rejections.
4. Select a Filing Method: Members must decide on their preferred method for submitting declarations. Options include manual data entry via a web portal or integrated EDI solutions that streamline the process.
5. Submit Filings and Manage Amendments: Data must be transmitted within the specified deadlines. Forwarders must also manage any necessary amendments or updates promptly.
6. Confirm Approval Before Loading: A crucial final step is to receive an “Assessment Complete” (ACT) message from the authorities before allowing cargo to be loaded onto the vessel.

MPCI Filing Deadlines and Data Requirements

Timeliness is a cornerstone of MPCI compliance. The filing deadlines are stringent and directly linked to the time of loading at the port of origin.

• House Bills of Lading (HBLs): Must be filed a minimum of 24 hours before the commencement of vessel loading.
• Master Bills of Lading (MBLs): Must be filed a minimum of 6 hours before the commencement of vessel loading.

Adherence to these deadlines is non-negotiable. The data required for a successful filing is extensive and demands a high degree of accuracy.

Required Data Elements:

• Party Information: Full names and physical addresses for the shipper, consignee, and notifying party (P.O. Boxes are not permissible). The MPCI Party IDs for the filing freight forwarder and their UAE agent are also mandatory.
• Bill of Lading Details: Both Master and House B/L numbers must be included. The submission also requires the MPCI identifiers for the shipping line and any co-loading forwarders.
• Cargo Details: A clear and precise description of goods, the 6-digit Harmonized System (HS) code for each commodity, package count and type, container numbers, gross weight, and all applicable seal numbers.
• Vessel and Voyage Information: Comprehensive details of the vessel’s itinerary, including the last foreign port of call before arrival in the UAE, the port of loading, and the port of discharge.

The Consequences of Non-Compliance
